With both themes the problem only occurs when a visitor wants to view the help center, not when logged in.
It seems like a JavaScript problem.
Also, here's a test for you: when you're on that page without logging in, open the developer console.
For Windows: Press F12 or Ctrl + Shift + I, and go to the 'Console' tab.
For Apple: Press Option + Command + I, and go to the 'Console' tab.
